From Vision to Action

Jennifer Liebermann helps public agencies and mission-driven organizations develop strategy, engage stakeholders, and turn ideas into action.

Maybe you need to develop a strategic plan—or finally implement the one you have. Build public support for a capital project. Align a board around a shared vision. Integrate a team through a transition. Engage stakeholders to shape what comes next.

The specifics vary, but the pattern is the same: you need to bring people together, develop a path forward, and build shared ownership to successfully implement the change.

Why Things Actually Move Forward

A brilliant strategy means nothing if no one's invested in making it happen. That's why Jennifer's approach starts with the people who need to carry it forward.

Her approach is rooted in a simple insight from two decades leading innovation and change: when stakeholders help shape the path forward, they see themselves in the solution—and they're invested in making it happen.

This means designing processes where the right people are in the room. Where diverse perspectives surface and get heard. Where the hard conversations happen before they become roadblocks. The result isn't just a strategy—it's shared ownership of what comes next.

Experience

I partner with public agencies and mission-driven organizations navigating complex change—water districts, health systems, federal agencies, affordable housing developers, and professional services firms.

What I Do

Strategic Planning

I don't just help you envision the plan—I help you implement it. My innovation background shapes a planning process that's highly engaging and interactive—combining rigorous analysis with creative exploration to question assumptions and build practical roadmaps. The goal is a strategy that your board, your team, and the people you serve align behind and actually use.

Engagement Design

Design and lead stakeholder engagement processes that build alignment and public support. From standing up customer advisory committees to convening practitioner networks and gathering input at scale, I bring diverse perspectives together thoughtfully—so they become partners in your success.

Advisory

I've sat where you sit—leading complex initiatives, navigating the people dynamics that make or break change. Now I partner with leaders to create the conditions for their organizations to work through challenges together and build capacity to stand on their own.

What Clients Say

When our organization faced the challenge of integrating two departments - each having very different cultures - Jennifer created a space where people who had very different perspectives felt truly heard and valued. Eight weeks later, what emerged was ‘unity’ – whereas we had two separate teams before, they felt like one team
